Community Action Programs (CAPs) The 11 CAP agencies that serve the people
of Maine believe that poverty need not be a permanent condition of peoples'
lives. Funding for services are a mix of federal, state, local, and
private. Services include job training, day care, Head Start, senior
employment, housing management, family health, nutrition, assistance with
heating bills, transportation, home repair and weatherization, alcohol rehab and
more. Some also offer special programs such as home mortgages, micro-business
loans, small business support services, Homestart, home buyer's education, and

Dental and Medical Clinics for Low Income Mainers There are a number of
dental health clinics that serve low income Mainers. Some are sponsored by
local health clinics, others by non-profit groups or local governments. A

and Healing). Three free medical clinics (Biddeford, Portland, Ellsworth) and
other sliding scale clinic programs are listed in the Health and Healing
section.
